A. MINUTES – The minutes of the January 23, 2014, Board of Directors meeting of the Delaware Solid Waste Authority require approval. Copies of the minutes are available at the office of the Authority located at 1128 South Bradford Street, Dover, Delaware.

Report of Citizens’ Affairs Committee

B. CONTRIBUTIONS/DONATIONS – The Committee recommends the Board approve the request for sponsorship from the Delaware ENVIROTHON in accordance with DSWA’s Policy Guidance on Contributions.

C. STATEWIDE COLLECTION OF MATERIALS FROM THE DSWA DROP-OFF CENTERS AND DELIVERY TO DSWA’S TRANSFER STATIONS – CONTRACT S-13-722-SW – The Committee recommends the Board award the contract to provide Statewide Collection of Materials from the DSWA Drop-off Centers and Delivery to DSWA’s Transfer Stations to Allied Waste Services as the most responsive proposer.

D. CHERRY ISLAND LANDFILL (CIL) GEOTECHNICAL MONITORING SERVICES – CONTRACT S-13-717-NC- The Committee recommends the Board award the contract to provide Geotechnical Monitoring Services at the Cherry Island Landfill to Geosyntec Consultants as the most responsive proposer.

E. CENTRAL SOLID WASTE MANAGEMENT CENTER (CSWMC) – KENT COUNTY LEACHATE PUMP STATION AND FORCE MAIN EASEMENT AGREEMENT – The Committee recommends the Board approve an easement with Kent County to allow for the construction of the leachate pump station and force main at CSWMC.

F. CENTRAL (CSWMC) SOLID WASTE MANAGEMENT CENTER – HAULING OF LEACHATE – CONTRACT S-13-718-CS – The Committee recommends the Board award the contract for Leachate Hauling at the Central Solid Waste Management Center to SJ Transportation.

G. SOUTHERN (SSWMC) SOLID WASTE MANAGEMENT CENTER – HAULING OF LEACHATE – CONTRACT S-13-719-SS – The Committee recommends the Board award the contract for Leachate Hauling at the Southern Solid Waste Management Center to SJ Transportation.

H. SOUTHERN SOLID WASTE MANAGEMENT CENTER (SSWMC) – PURCHASE & SERVICE OF A NEW MID-SIZED EXCAVATOR & SALE OF DSWA’S USED BACKHOE LOADER – CONTRACT P-13-714-SS – The Committee recommends the Board award the contract for the Purchase and Service of a New Mid-Sized Excavator and Sale of DSWA’s Used Backhoe Loader to Jesco, Inc.

I. BUSINESS STRATEGY – The CEO and COO will update the Board on the development of a new business strategy.

Pursuant to 29 Del. C. Section 10004(b), the Board of Directors anticipates that it may go into Executive Session for the purpose of discussing confidential business strategy.
