SECOND AMENDED AND RESTATED SERVICE AGREEMENT WITH RECOMMUNITY/REPUBLIC – CONTRACT S-11-671-ND – The Committee recommends the Board approve a renegotiated service and lease Agreement with ReCommunity Delaware LLC as presented in this Board package for a three-year period. \nReport of the Technical Affairs & Facilities Management Committee \nE. DEMOLITION OF DIGESTERS AT THE DELAWARE RECYCLING CENTER – CONTRACT S-23-892-ND – The Committee recommends awarding the contract for the Demolition of Digesters at the Delaware Recycling Center to Neuber Environmental Services\, Inc. as the most responsive bidder. \nF.  EXECUTIVE SESSION – Pursuant to 29 Del.
